BOARD OF DIRECTORS MEETING
MINUTES OF April 19, 2016
In Attendance: Garry Solmonson, Bill Biermann, and Noel Provost.

Meeting convened at 7:05 p.m. by Bill Biermann, Vice President
Approval of Minutes from March 16, 2016. Recommended approval by Noel and seconded by Garry. All board members approved .
Financials:

Water System Operations and Maintenance Report:
Monthly report from water operator:
Well 1 is still unavailable this month due to maintenance and upgrades. N Cleaning started on Mar. 22, 2016. Estimated to be completed by early May 2016.
Well #2: No operational problems.
Arsenic levels remain at 10ug/L. + or less. Well testing is be monitored and reported on a weekly basis.
1 meter remains to be cleaned. The address is 820 Heatherwood Estates Drive. The street line will have to be shutoff to replace the shutoff valve and clean the meter. Effected Shareholders will be notified.
Report of other Issues:
Dougherty and Noel received low level alarms twice during the last week of Mar. We received a note from Dougherty to let our shareholders know that we only have 1 pumps operating and to watch our usage.
During the meter readings on April 1st, it was noted that at P10 the usage for March was 749,000 gallons. Sam, the meter reader from Dougherty, called Noel and Bill. We went to look into the problem. After much discussion it was noticed a boost pump (installed by the homeowner) was constantly running. Turned the pump off and the water meter stopped running. The home owner was notified by phone about the problem. After the home owner returned home it was determined that the water district turned on his blue valve and Best Road water was going back into the blue valve. We are working with the home owner to correct the problem. Appears to be a cross connection problem.
Executive Session:
a. Shareholders monthly usage report:
Of the 48 Shareholders, one homeowner exceeded the recommended 20,000 gal. limit for Mar 2016.
Total amount of water used by all shareholders for Mar 2016 was 1,088,698 gals. Total gallons pumped was 1,188,698.
b. Collection report – Past due account status:
F01, H07 and H09, made payments.
Notices will be sent to F01, H09, H10, H23 and P08.
c. Individual Shareholder issues: None
Continued Issues:
SCADA system – (Still in process) Dougherty is looking at compatibility of equipment. The router that needs to be purchased needs to be compatible with the low level alarms in the wells and water storage tank. Telemetry panel is being re-
designed to function with the SCADA system. Noel is working with Dougherty. Well 1 cleaning and updating is one part of the task to complete to work with the SCADA System. Cleaning of well #2 and cleaning and Repair of the water storage tank is also part of the installation of the SCADA system. No change in status.
WATER HOLDING TANK CLEANING: CSI sent out bids to 9 contractors. Received 5 bids by April 15th. Work is expected to begin in late May or early June. The Water board will review the bids and select a contractor to perform the holding tank cleaning.
New Issues/Information:
Garry Solmonson completed and returned the Statement of information for the State. Filed on March 28, 2016. Sent with $20 fee.
Garry is working with the programmer on the inputs to our web site to make the web site more user friendly.
Received the sanitary survey report from Jonathan Weininger from the State Water Resources Control Board-
Division of Drinking Water, on April 1, 2016. Overall, the water system is in adequate overall condition. This report outlined 5 items that require attention. Response to the report will be sent on April 20, 2016.
Received the Consumer Confidence Report (CCR) on Mar 24th. Copies will be mailed to each shareholder.
Discussion about meeting with Jean Thompson-
Ibbeson from RCAC to discuss water topics effecting BRMWC from the State. Jean will attend the water board meeting on May 10, 2016.
Cross Connection Ordinance – The Board approved adopting the state approved cross connection ordinance. The ordinance will be incorporated into our bylaws. This guide discusses the importance of controlling cross-
connections and preventing backflow occurrences from unprotected cross-
connections in the water system.
