BOARD OF DIRECTORS MEETING
Minutes of August 8, 2017
In attendance:            Board members: Bill Biermann, Nan Bustos, Eric Blomquist

Meeting convened at 7:05 pm by Bill Biermann, Vice President
Approval of Minutes from May 9, 2017 and July 11, 2017

Financials

Water System Operations and Maintenance Report
A.      Monthly Report from Water Operator:  July, 2017
a.      Shareholders monthly usage report:
       i.      Of the 48 shareholders, 11 homeowners exceeded the recommended 19,334 gallons limit.
       ii.      Total amount of water used by all shareholders was 749,080 gallons.  Totals gallons pumped was 8x,xx0.
b.      Well #1:  Testing continues on the well.  Water quality testing was completed on June 1st, 7th, 15th, July 13th and 19th.  The well has been offline since
January 16th.  Waiting for the state to give recommendations on the contamination status of the well.
c.       Well #2:  No operational problems.  Online since January 16th.
d.      Report of other issues
        i.      July 16th, 2017 Dougherty responded to an emergency call regarding no water or low pressure.
        ii.      Dougherty reported that 815 Fox Hill Circle has no backflow device installed.  Garry sent another letter regarding a requirement to have a backflow
device installed.  The owner was given 30 days to comply or his water will be turned off.
        iii.      The water meter at 545 Heatherwood Estates Dr. needs to be replaced.  The numbers are faded and they are hard to read.  A quote has been received
to replace the meter. Water will have to be shut off to some residences during the repair.  We will hold off on the replacement since it is ~ $700 and is not deemed a priority at this time.

A.      Collection report – Past Due Account Status
a.      Delinquent First Notice:                Lot H11
b.      Second Notice:                              Lots F01, P05, and P08
c.       Third Notice:                                 None
B.      Individual Shareholder Issues
a.      Lots H11, H14 and H22 have requested payment plans due to leaks on their properties.  The payment plans have been granted.
b.      Lot H10 had a previously requested a payment plan for a water cross issue with blue-valve, and has asked for reconsideration of the debt. The BOD has
agreed that the sum paid to date has covered the amount of expense for BRMWC.
C.      Continued Issues
a.      None
New Issues / Information
A.      Arsenic compliance notice was sent to shareholders on July 14, 2017
B.      July 14, 2017:  HHTM-HAA5 action plan was sent to State.  Will be presented in person in September, 2017.
C.      July 16, 2017: No water or no pressure problem was reported at 8:05 pm.  Dougherty was called and responded.  After checking that the pump was working, with no shut down indications, Sam checked the 125,000 gallon holding tank to find it empty.  Not much more Sam could do.  Notices were sent to all shareholders to temporarily reduce water usage until the tank filled.  Cal Fire was notified.  Tuesday the system was checked by Dougherty and a bad float in the holding tank was repaired and a faulty wire on the control panel was repaired.  The visual target on the side of the holding tank was repaired.  Strong winds blew the measuring strip off the tank.  Bottom line: no low alarm was sent to First Trust Alarm.  They could not notify anyone as to a problem.  The system failed us.  All has been repaired and is working.  
D.     Paul Levy advised of a potentially broken concrete water meter cover in the Foxhill area.  Bill took the action to investigate.
E.      Update to brmwc.com web site:  The files to the existing website are no longer available, which means that we cannot edit or update the website.  Nan Bustos will look at creating a new website and updating with the historical information that existed in the previous site.  
F.       Announcement of the Annual Shareholders Meeting set for October 10th, 2017
