BOARD OF DIRECTORS MEETING
MINUTES OF JANUARY 19, 2016
In Attendance: Garry Solmonson, Bill Biermann, Jim Goetz and Noel Provost.
Guest: Nadir Javid and Joe Alnas
Meeting convened at 7:12 p.m. by Bill Biermann, Vice President
Approval of Minutes from November 19, 2015. Recommended approval by Jim Goetz and seconded by Garry Solmonson. All board members approved .
Financials:
A. Treasurer Report: CD: $ 1016.48 Checking: $ 147,664.82 Garry Solmonson contacted Union Bank to activate BRMWC on-line banking account. During the visit, the bank mentioned they have new rates for CD’s and if we would be interested.
B. Invoices and Expenditures:

Water System Operations and Maintenance Report:
Monthly report from water operator:
Well 1 is still unavailable this month due to maintenance and upgrades. 1/15/2016: Received a quote (suggestions) from Dougherty outlining the repairs for Well #1. The Board reviewed the quote and had a few questions. Noel will get back to Dougherty for clarification.
Well #2: No operational problems.
Arsenic levels remain a little above 10ug/L. Well testing still must be completed on a weekly basis.
1 meter remains to be cleaned. The address is 820 Heatherwood Estates Drive. The street line will have to be shutoff to replace the shutoff valve and clean the meter. Shareholders will be notified.
Report of other Issues:
Jan 13, 2016: CSI was out and performed a tank dive in the 125,000 gal holding tank located in Fox hill. The findings and video will be provided to the water board.
Executive Session:
a. Shareholders monthly usage report:
Of the 48 Shareholders, NO homeowner exceeded the recommended 20,000 gal. limit for Nov and Dec 2015.
Total amount of water used by all shareholders
for DEC 2015 was 365,172 gals.
b. Collection report – Past due account status:
Jim will try and talk with P01, H07, H10, H11 & H23
All other delinquent shareholders made payments this past month.
c. Individual Shareholder issues: During the executive session Shareholder P08 requested the Board to reduce a bill, received from Bracewell, from the Dec. 2014 water pipe break.
Continued Issues:
SCADA system – Dougherty is looking at compatibility of equipment. The router that needs to be purchased needs to be compatible with the low level alarms in the wells and water storage tank. Telemetry panel is being re-designed to function with the SCADA system. Noel is working with Dougherty. Well 1 cleaning and updating is one part of the task to complete to work with the SCADA System.
Repair and replacement Reserve fund- It was discussed among the board members and the decision is to set up a separate checking account for Repair and Replacement fund. This way we can accurately report to the Shareholders what money is spent for each project. Bill had a discussion with the water company bookkeeper regarding this separate account.
Annual Budget - 3 budget charts were presented to the board. One chart laid out the 2015 expenders, another chart for projected budget for 2016 and a projected budget chart for the 2016 repair and replacement fund. The bottom line is that looking at the projected numbers, we are short funds for 2016. The Board is looking at rate increases. The board is requesting that the shareholders have an input into this process. Further discussions and inputs will be heard at the February meeting.
New Issues/Information:
On Dec 14, 2015 a Small Water Supplier Conservation Report was submitted to the State Water Board. We were requested to compare total water used from June – Nov 2013 with usage numbers from June – Nov 2015. Water systems are being monitored to see if they are meeting State reduction numbers.
