BOARD OF DIRECTORS MEETING
MINUTES OF June 14, 2016
In Attendance:   Bill Biermann,  Jim Goetz and Noel Provost.  
Absent: Garry Solmonson

Meeting convened at 7:19 p.m. by Bill Biermann, Vice President

Approval of Minutes from May 10, 2016.  Recommended approval by Noel  and seconded by Jim.  All board members approved .

Financials:
A. Treasurer Report:  As of May 31, 2016:   CD: $ 1017.61    
Checking: $ 39,002.66, Repair & Replacement: $113,370.65  
B. Invoices and Expenditures:
Ellen Fishers  Bookkeeping invoice – May 2016 - $  400.00
Dougherty May 2016 invoice: $  3,190.88
PG&E: $ 895.85  (May 2016)
AT&T:  $  72.60  (May 2016)
Noel Provost: reimbursement for new web site - $ 114.59
BRMWC  2015 taxes were paid on June 13. ($800)
Paid Bianchi (tax preps) $1000 on June 10.

Water System Operations and  Maintenance  Report:

Monthly report from water operator:
Well 1 is still unavailable  due to maintenance and upgrades.  Cleaning  started  on Mar. 22, 2016.  Well 1 has completed some initial testing and flow tests, with some very interesting results. The results have prompted us to see if the identified target rate maintains the goal. We are still waiting on some of the chemical tests. Once I have them I will put together a preliminary plan. At first blush it appears that we have a target rate that if it maintains will allow for increased flow and reduced contaminates. Waiting for water test data. Estimated to be completed by end of June  2016.

Well #2:  No operational problems.  

Arsenic levels remain at  10ug/L. + or  less.  Well testing  is  be monitored and reported  on a weekly basis. 2 reading was over at 10ug/L.

1 meter remains to be cleaned. The address is 820 Heatherwood  Estates Drive. The street line will have to be shutoff to replace the shutoff valve and clean the meter. Effected Shareholders will be notified. Not a pressing item.

Report of other Issues: All Fire hydrants were flushed and completed on May 9, 2016.  All street and tank valves were exercised and completed in May 2016. The above items are completed by Dougherty on a regular schedule.

Executive Session:
a. Shareholders monthly usage report:
Of the 48 Shareholders, 8 homeowner exceeded the recommended 20,000 gal. limit for May 2016.
Total amount of water used by all shareholders for May 2016 was 689,703  gals. Total gallons pumped was 740,620.
b. Collection report – Past due account status:
Delinquent  Notices will be sent to  H07,  H10, H11, P05, and P15.
c. Individual Shareholder issues:    Discussion on payment for P09 continues.

Continued Issues:
SCADA system – (Still in process)  Telemetry panel is being re-designed to function with the SCADA system. Noel is working with Dougherty. Well 1 cleaning and updating is one part of the task to complete to work with the SCADA System. Cleaning of well #2 and cleaning and Repair of the water storage tank is also part of the installation of the SCADA system. No change in status.

WATER HOLDING TANK CLEANING:  Received a quote from Dougherty to  install a 10,000 water storage tank so Spiess Construction can begin the process of cleaning the 125,000 gal.  holding tank.  This should begin by the end of June.  Monitor the new web site for progress. (brmwc.com)

New Issues/Information:
2015 Consumer Confidence Report (CCR): Copies were mailed to all shareholders on May 25, 2016.  The CCR is also posted on the new web site (brmwc.com).

New web site for Best Road: A new web site is now online for all shareholders to view. Notice about the new web site was included with the CCR package on May 25th. Both CCR’s for 2014 and 2015 are now posted on the web site. Information about the Holding tank cleaning and the AB54 class is also posted.

Member Guard Pool Alternative (Insurance item): This new coverage was provided to the board my our insurance company Glatfelter Public Practice. Jim is reviewing  the policy and will give his recommendations at the next meeting.
