BOARD OF DIRECTORS MEETING
MINUTES OF March 15, 2016

In Attendance:  Bill Biermann,  Jim Goetz and Noel Provost.  Garry Solmonson would be available by phone.

Meeting convened at 7:10 p.m. by Bill Biermann, Vice President

Approval of Minutes from February 16, 2016.  Recommended approval by Noel  and seconded by Jim.  All board members approved .

Financials:  

A. Treasurer Report:  As of Feb. 29, 2016:   CD: $ 1016.48     

Checking: $ 39,585.00, Repair & Replacement: $109,676.65  

B. Invoices and Expenditures:

Ellen Fishers  Bookkeeping invoice – Feb 2016 -
$  440.00

Dougherty Feb 2016 invoice: $  3458.88

PG&E: $ 857.65  (Feb 2016)

AT&T:  $ 65.98  (Feb 2016)

Bill Biermann:  $70 for P.O. Box yearly fee

Water System Operations and  Maintenance  Report:

Monthly report from water operator:

Well 1 is still unavailable this month  due to maintenance and upgrades. Noel to inquire when Well #1 will be completed. Cleaning to start on Mar. 22, 2016.  Expected to be completed by end of April 2016.

Well #2:  No operational problems.  

Arsenic levels remain at  10ug/L. + or -
.02.  Well testing still must be monitored  on a weekly basis.

1 meter remains to be cleaned. The address is 820 Heatherwood Estates Drive. The street line will have to be shutoff to replace the shutoff valve and clean the meter. Shareholders will be notified.


Report of other Issues:  

There was a sanitary survey, with Jonathan Weininger from the State Water Resources Control Board-
Division of Drinking Water, on Feb 24, 2016.  This inspection  looked at the BRMWC system and a general evaluation of the area served. We are waiting for the final report. Preliminary report is that the system is ok. No  problems reported at the meeting. This review is conducted every 2 years.

Executive Session:

a. Shareholders monthly usage report:

Of the 48 Shareholders, NO homeowner exceeded the recommended 20,000 gal. limit for Feb 2016.

Water rate increase notice, effective April 1, 2016  was included in shareholders March billing notice as well as on the BRMWC web site.

Total amount of water used by all shareholders for Feb 2016 was 361,196  gals. Total gallons pumped was 371,944.

b. Collection report – Past due account status:

Notices were sent to F01, H07, H09, H10, and P08.

c. Individual Shareholder issues:    None

Continued Issues:

SCADA system – Dougherty is looking at compatibility of equipment. The router that needs to be purchased needs to be compatible with the low level alarms in the wells and water storage tank. Telemetry panel is being re-
designed to function with the SCADA system. Noel is working with Dougherty. Well 1 cleaning and updating is one part of the task to complete to work with the SCADA System. Cleaning of well #2 and cleaning and Repair of the water storage tank is also part of the installation of the SCADA system. No change in status.

Repair and replacement Reserve fund-
A new Repair and replacement  checking account was set up on Friday,  Feb 26, 2016. Funds were transferred from the general account in the amount of $109,676.65

WATER HOLDING TANK CLEANING: Noel and Bill met with CSI on Feb 25th. Paint chips samples were taken from inside and outside the tank. A lot of questions were asked of CSI about the Holding Tank structure. Next step is to get quotes to repair the inside and outside of tank.

New Issues/Information:

Garry Solmonson to complete and submit the Statement of information  for the State.

Garry will follow up on the inputs to our web site programmer to make   the web site more user friendly.

3/4/2016: Signed paper work to have CPA complete our 2015 taxes.

$70 P.O. Box fee was paid by Bill Biermann.
